Excessive noise has been declared a public health concern by the World Health Organization.  There has been an alarming increase in environmental noise in urban environments.

People are aware that noise is a nuisance issue, but few understand the severe health impacts resulting from loud or prolonged noise exposure.  It is imperative to consider the public health impacts of excessive noise on human health and development.

The European Union has been a global leader in understanding these health impacts and altering policy and behavior to reduce adverse health impacts.  While the United States lags in its prioritization of noise abatement actions and programs, between 10 and 40 million Americans have some sort of hearing loss as a result of noise or trauma according to the Centers for Disease Control and Prevention (CDC).

Empowerment Through Hearing, Inc. initiated the Illinois-based Turn Down the Sound campaign to increase awareness about the hazards of excessive noise and to change behaviors to reduce its adverse public health impacts.
